Too many cooks spoil the broth,

Think of a program that you would like to see the government perform. You can't get such a program passed without the support of others; others of course will only pass the law if it includes something to benefit them. After that it will have to be enforced, and you can't enforce it yourself. You will have to depend on others to enforce it; they will enforce it using their own (biased) judgments. Government programs are never as good as people intend them to be.
